THE JOHN R. LEWIS VOTING RIGHTS ADVANCEMENT ACT
The John R. Lewis Voting Rights Advancement Act is critically needed legislation to restore and strengthen key sections of the landmark Voting Rights Act that have been gutted by the United State Supreme Court.
JLVRAA prohibits states and localities with a recent history of voter discrimination from restricting the right to vote by including an updated formula for determining those that should be subject to federal oversight.
JLVRAA strengthens the VRA’s “bail in” remedy by permitting courts to bail jurisdictions into federal preclearance where a court has determined that a jurisdiction has violated the VRA or any other federal prohibitions against race-based voting discrimination.
JLVRAA creates a new practice-based pre-clearance formula.
JLVRAA amends Section 2 of the VRA to eliminate the heightened standard recently created by the Supreme Court for challenging voter discrimination.
