What happened

The appeal follows a federal district court ruling against the lawsuit earlier this year. The NAACP is asking a three-judge appellate panel to return the case to a single judge so it can present evidence that the law, in effect since 2023, discriminates against Black and minority voters who are less likely to hold state-issued identification. The case arrives as North Carolina voters consider a November ballot amendment that would extend a photo ID requirement to mail-in voting.1
