Do provisional ballots count?
They count if officials confirm the voter was eligible to vote.
Provisional ballots count if election officials determine the voter was eligible. Federal law guarantees the right to cast a provisional ballot when your name is not on the list of eligible voters or an official questions your eligibility. The ballot is kept separate and reviewed after Election Day, then counted or rejected based on whether you were eligible to vote.
When you can cast a provisional ballot
Under 52 U.S.C. 21082(a), a voter who declares they are registered and eligible to vote in a federal election must be allowed to cast a provisional ballot if their name is not on the official list of eligible voters or an election official asserts they are not eligible. The ballot is kept separate until officials decide whether the voter was eligible.
When provisional ballots are counted
During the post-election canvass, officials review each provisional ballot to determine if the voter was eligible. Only then is it counted or rejected.
States set their own windows for that review: seven days after the election in Pennsylvania, no more than fourteen days after a general election in New York, and not until the eleventh day after the election in Ohio.
How to find out if your ballot counted
Under 52 U.S.C. 21082(a)(5), each state must offer a free access system, such as a toll-free number or a website, where the voter can learn whether the ballot was counted and, if not, the reason.

Q. Do provisional ballots count in a U.S. House election?
They can. Federal law, 52 U.S.C. 21082, guarantees the right to cast one, and the ballot is counted in the canvass if officials find the voter was eligible. The ballot is kept separate until officials decide whether the voter was eligible; only then, during the post-election canvass, is it counted or rejected.
