SCOTT FAY, PRESIDENT

  • SCOTT FAY was recently named one of Washington DC’s most influential people in Washingtonian Magazine. He brings more than two decades of senior-level policy, political, and advocacy experience to the fight for comprehensive democracy reform.

    Fay began his career working in the office of the late-Senator Ted Kennedy (D-MA), rising through the ranks to Senior Advisor and National Political Director—a position he held during Senator Kennedy’s consequential presidential endorsement of then-Senator Barack Obama (D-IL). Fay went on to serve as Chief of Staff to Rep. David Cicilline (D-RI), lead House sponsor of the DISCLOSE Act to end dark money in politics.

    Fay was Executive Vice President at End Citizens United/Let America Vote where he designed and led ECU/LAV Action Fund’s multi-million dollar national campaign to enact the For the People/Freedom to Vote Act (H.R. 1/S. 1). Fay also helped implement ECU’s highly successful 2018 electoral program and served as its PAC Director. More recently, Fay was a Senior Fellow at Democracy 21, an organization founded by pro-democracy reform champion Fred Wertheimer.

    Previously, Fay served as Vice President at The Sheridan Group—a multi-client issue advocacy firm for high-performing, mission-driven organizations—where he advised some of the nation’s top nonprofit organizations like Bono’s ONE Campaign and the national service organization City Year on cutting-edge government affairs and advocacy strategies.

    Fay earned a Master’s degree in Public Communications from American University and a B.A. in Political Science from Boston University.

MARTY PAONE, Senior Advisor

  • MARTIN PAONE is formerly a Senior Advisor at Prime Policy Group, rejoining the firm after a two-year hiatus working for President Obama as his Deputy Assistant for Legislative Affairs and Senate Liaison. Previously, Paone served on Capitol Hill for 32 years before joining the firm, including 29 years working on the Senate floor for the Democratic leadership in various capacities.

    Often referred to as the 101st Senator during his tenure in the Senate, Paone began in the Democratic Cloakroom, moved to the Democratic Policy Committee’s floor staff, and then served as the minority secretary and majority secretary for Senate Democrats from 1995 to 2008, elected to that position by unanimous vote of the Democratic caucus in each Congress during his tenure.

    In this vein, Paone worked closely with each Democratic committee chairman and their staff in steering their bills through the floor; assisted the Democratic leader in his liaison with the House leadership staff and the White House Office of Congressional Affairs; provided daily drafting advice and parliamentary assistance to the Democratic leadership, other Senators and staff; supervised all drafts of written summaries of legislative issues on which the Senate conducted a roll call vote; worked closely with Republican staff in “clearing” non-controversial legislation; and was responsible for the day-to-day management of the Democratic Cloakroom, its staff, the Democratic leader’s floor staff and the pages.

    Widely regarded as an expert in the oftentimes complicated Senate procedure, Pao eserved as an advisor to the show “House of Cards,” working on the set and with the writers in 2013. He also has served as an Adjunct Professor at the College of William and Mary, where he taught a summer class on Congressional Legislative Procedures at their Washington D.C. Campus.

    Paone graduated from Boston College with a Bachelor’s degree in Economics and Philosophy and later earned a Master’s degree in Russian Area Studies from Georgetown University. Paone was born in Everett, Massachusetts and currently resides in Reston, Virginia with his wife Ruby.

SAM JONES, DIRECTOR OF POLICY & RESEARCH

  • SAM JONES brings over a decade of experience working on elections, voting rights, campaign finance and democracy reform issues, specializing in research and strategic analysis for policy change and grassroots organizing.

    Jones worked for over five years at End Citizens United // Let America Vote, helping create and build out the organization's research department, and, most recently, serving as the Policy Director for the organization's Action Fund. In this role, Jones helped lead ECU//LAV's national campaign to pass the most significant anti-corruption and voting rights federal bill in generations.

    Prior to joining ECU, Jones worked at the U.S. Election Assistance Commission as well as performed political and campaign research at both the national and local levels, including working at the Democratic Senatorial Campaign Committee (DSCC) and on various U.S. Senate campaigns.

    Jones received an M.P.A. and Bachelor’s degree from the University of Southern California and continues to be a diehard Trojans fan.

MIMI MARZIANI, SENIOR POLICY COUNSEL

  • MIMI MARZIANI has more than fifteen years of experience in constitutional law and civil rights advocacy, and is a nationally recognized expert in voting rights and Texas politics.

    In 2023, Marziani founded Marziani, Stevens & Gonzalez PLLC, a boutique law firm providing battle-tested legal counsel to politically active nonprofits, candidates, election officials and similar clients, focused on legal needs arising under Texas and federal law. For a decade, she has been a trusted lawyer and strategist for progressive candidates and campaigns in Texas, including running the first coordinated, statewide voter protection program for Texas Democrats in 2014. She proudly chairs the board of Way to Rise, a national hub for donors working toward a multiracial democracy, and serves as a Senior Policy Advisor for Allied, a firm investing in a more inclusive and responsive American democracy through its donor network.

    For years, Marziani has taught constitutional law and mentored young lawyers. Today, she serves as an adjunct professor at the University of Texas School of Law, an instructor at NYU Abu Dhabi (January 2023), and on the NYU School of Law Board of Trustees.

    From 2016 to 2023, Marziani was the President of the Texas Civil Rights Project, a position she assumed in early 2016 at the age of 33. Under her leadership, TCRP tripled its budget and transformed into a national model for community lawyering, providing excellent legal representation to traditionally marginalized Texans and forcing the State of Texas to be accountable to the rule of law. Marziani has also worked as Counsel for the Democracy Program of the Brennan Center for Justice, and as a litigation associate of Sullivan & Cromwell LLP.

    Marziani is commonly featured in the press, and has appeared in the Texas Tribune, Houston Chronicle, Dallas Morning News, Austin American-Statesman, Washington Post, Guardian, NPR, CNN, and ABC News in recent years alone. She is a frequent speaker in a variety of public forums, and has testified before the U.S. Congress and other governmental bodies on numerous occasions. In 2020, she was recognized with an “Austin Under 40” award.

    Marziani graduated cum laude from NYU School of Law, and clerked for the honorable James C. Francis, a U.S. magistrate judge for the Southern District of New York. She received a B.A., magna cum laude, from Vanderbilt University.

Adam Bozzi, Senior Advisor

  • ADAM BOZZI has spent 25 years anticipating communications and public policy needs, creating and executing strategies to meet those needs, and preparing for what’s next.

    His decades of political, strategic communication, and public policy expertise include campaign, government, and advocacy experience advising U.S. Senators and Representatives, Presidential and Gubernatorial candidates, statewide constitutional officers, and major non-profit political advocacy organizations.

    Bozzi served as Senior Advisor on the Democratic Staff of the House Administration Committee, led by Ranking Member Joe Morelle. On the Committee, Bozzi was instrumental in developing legislative and messaging strategy on issues critical to the foundation of our democracy, including federal election law and January 6th related matters. He helped spearhead the introduction and rollout of the Freedom to Vote Act and the John R. Lewis Voting Rights Advancement Act.

    In the Senate, Bozzi spent six years as Communications Director for Senator Michael Bennet. He helped shape messaging and strategy around some of the most substantive policies to pass the Senate this century, including a complete rewrite of No Child Left Behind, a landmark bipartisan immigration bill, the Dodd-Frank Act, a Farm Bill with emphasis on conservation, and a bill to modernize the FDA. Bozzi’s tenure included Bennet’s 2010 election, his term as chair of the DSCC, and his co-chairmanship on President Obama’s 2012 reelection.

    Bozzi led the communications department for Representative Harry Mitchell, a frontline member from Arizona, when Mitchell was a key vote in the passage of the Affordable Care Act. He also served almost 5 years on Senator Jack Reed’s communication team, preparing and staffing Reed at events across Rhode Island and in Washington, DC.

    In addition to his work on Capitol Hill, Bozzi served as Executive Vice President at End Citizens United. In less than a decade, he helped grow the startup organization into a powerhouse nationwide advocacy group with four million members that’s notched 600 election wins and transformed democracy into a centerpiece political issue and leading policy priority. He built and led effective and aggressive communications, research, and digital departments that provided support for candidates, national party committees, and members of Congress. He developed the strategic earned media communications plan for ECU’s multi-million-dollar national campaign in support of the For the People/Freedom to Vote Act.

    A veteran of several campaigns, Bozzi served on Governor Ronnie Musgrove’s run for Senate in Mississippi, Senator John Edwards’ 2008 presidential bid, Congressman Patrick Kennedy’s reelection in 2000, and gubernatorial races in Rhode Island and Kentucky. Bozzi has managed communications in the offices of the Rhode Island Lieutenant Governor and the Rhode Island Secretary of State.

    Bozzi graduated from Syracuse University with a dual bachelor’s degree in political science and broadcast journalism.

ROBBY MOOK, SENIOR ADVISOR

  • ROBBY MOOK , a CNN political commentator, is a nationally recognized campaign manager and strategist who ran the 2016 presidential campaign for Hillary Clinton.

    Mook’s successes include the 2013 election of Virginia Governor Terry McAuliffe – the first time in 40 years that Virginians elected a governor from the same party as the sitting U.S President – and the 2008 election of Jeanne Shaheen, New Hampshire’s first woman Senator. He also was state director for Clinton’s 2008 presidential primary campaign in three states where she defeated Barack Obama in the primaries. In 2012, he served as Executive Director of the Democratic Congressional Campaign Committee.

PATTI SOLIS DOYLE, CHAIR

  • PATTI SOLIS DOYLE is a veteran political advisor and commentator, with more than 30 years of experience in politics, presidential campaigns, and public service.

    Solis Doyle joined the Brunswick Group’s Washington, DC office in October 2019 as a Partner and Head of the U.S. Public Affairs offer. She advises clients on a range of critical issues with an emphasis on public affairs, politics, regulatory and communications.

    She previously served as an advisor to the Obama-Biden presidential campaign during the 2012 presidential election, and during the 2008 general election she was chief of staff for vice presidential operations. In that role, she built a national team of policy, communications, and political advisors before the nominee’s selection, and later managed day-to-day operations for vice presidential nominee Joe Biden.

    She was the campaign manager for Senator Hillary Clinton’s presidential bid in 2007-2008 and managed her Senate re-election campaign before that. She also served as chief of staff to the First Lady’s first Senate campaign. Before that, she served as a senior advisor to Hillary Clinton throughout Governor Bill Clinton’s campaign and two terms in the White House.

    Solis Doyle was also the co-founder of a financial services firm, VAP Financial, and prior to that, partner in Utrecht & Phillips, a strategic advisory firm to Fortune 100 firms, non-profits, and local governments from 2009 to 2012. She is also a CNN political commentator.

    She is a graduate of Northwestern University in Evanston, Il.

TOM SHERIDAN

  • TOM SHERIDAN is described as a “powerbroker for those without a voice.” A social worker by training and an advocate by trade, Sheridan brings a unique perspective to his work as one of Washington’s most senior political and public policy strategists. Sheridan is known on Capitol Hill and in the West Wing for using his deep understanding of the political process and decades-long relationships with senior Members of Congress and top Administration officials to help organizations achieve scalable, positive social change.

    From designing and leading the country’s most well-known issue campaigns, including his work for Bono’s ONE Campaign to create PEPFAR and his more recent role as lead strategist in Save the Children’s effort to form a new 501(c)(4) political arm, Sheridan is a seasoned operative who brings a unique approach to advocacy. This senior-level experience helping top-notch organizations achieve success makes Sheridan a highly sought-after political tactician for organizations determined to challenge the status quo and create meaningful change in our country and around the world.

    In 1991, Sheridan founded The Sheridan Group where he and his team work to craft effective strategies for socially responsible public policy initiatives to “help the good do better.” Over the years, The Sheridan Group has become the go-to firm in the nation’s capital for grassroots advocacy, issue campaign management and coalition-building for non-profit organizations, social entrepreneurs and socially conscious corporations.

    Sheridan began his career at the National Association of Social Workers and the Child Welfare League before joining the AIDS Action Council in the late 1980s, where he became the chief architect and strategist behind the enactment of the Ryan White CARE Act, landmark legislation for the HIV/AIDS community, as well as the lead lobbyist for the historic Americans with Disabilities Act (ADA). Sheridan is the author of “Helping the Good Do Better” (Twelve Books 2019).

JACKIE QUIÑONES

  • JACKIE QUIÑONES currently serves as a Special Advisor at the Open Society Foundations.

    Previously, she served as the Deputy Assistant Secretary for House Affairs at the U.S. Department of State. That followed her tenure as the Senior Director of Government Relations for the ONE Campaign, where she led ONE’s direct government engagement.

    Before that, she was on staff for the Foreign Affairs Committee in the U.S. House of Representatives, covering the sub-Saharan African and UN Peacekeeping portfolios.

    She is from Colorado, has an M.A. from the Johns Hopkins School of Advanced International Studies and a B.A. from the University of Chicago.
