What happened

The Department of Justice notified Pennsylvania Secretary of State Al Schmidt that it will send election monitors to four counties for the November 3 voting day. Monitors from the DOJ Civil Rights Division will observe election processes in Philadelphia, Allegheny, Luzerne, and Lehigh counties. The monitors are barred from speaking to voters inside polling places or carrying firearms, and must follow all state and jurisdiction rules.1

The announcement follows a DOJ investigation that found an alleged 19 non-citizen voters had illegally voted in previous general elections. The DOJ said it will hold meetings with the four jurisdictions to explain the monitoring efforts.1
