What happened

The Maricopa County Attorney's office asked the Department of Justice to send only election monitors who have not pleaded guilty to election crimes. Deputy County Attorney Joseph La Rue identified a monitor sent during the July 21 primary as David Levin, a Florida lawyer and cyber expert who pleaded guilty in 2016 to a misdemeanor for hacking an elections website. The DOJ is planning to send monitors to Maricopa County again for the November 3 general election.1
