What happened

North Carolina voters in the 2026 midterm elections encountered new election procedures affecting where they vote, how they submit mail-in ballots and how early votes are counted, stemming from a series of legal and legislative changes since late 2024. The N.C. Supreme Court ruled in Griffin v. N.C. State Board of Elections in April 2025 that incomplete-registration ballots should be counted while votes from overseas voters who inherited N.C. residency should be discounted. Senate Bill 382 transferred oversight of the state Board of Elections from the governor to State Auditor Dave Boliek.1
